A 19 year old Greenwood, Del., man pleaded guilty Thursday, July 10, to second degree murder in the death of 1 year old Kelsi Ann Dukes last August.
Donald Kenneth Walls of 12086 Double Fork Road in Greenwood waived his right to a jury trial in Dorchester County Circuit Court. Walls had been arrested on a warrant issued by Dorchester County Sheriff’s Office deputies after an investigation into the death of the child.
Dorchester State’s Attorney William H. Jones recommended a sentence of 15 to 25 years. 21, 2007, and said her daughter was having difficulty breathing. Dukes and Kelsi lived at the Reliance Trailer Park near the Maryland Delaware state line.
Kelsi was taken by EMS personnel to Nanticoke Memorial Hospital in Seaford, and later was taken to Alfred I. duPont Hospital in Wilmington, Del., where she died from her injuries. Tests showed no brain activity. Chelsea Dukes and her father, Melvin Burris Jr.,
Dr. Fred Bauer at Nanticoke Memorial Hospital told police Kelsi’s injuries were suspicious. A CAT scan showed Kelsi had internal bleeding in her brain. According to the results of an autopsy performed by Delaware Office of the Chief Medical Examiner, Kelsi died from blunt force injury to the head and her death was ruled a homicide.
For months, Dorchester County Sheriff’s Office Det. Timothy R. Ebeling investigated the report of possible child abuse, and an arrest warrant was finally issued Nov. 29, 2007. Walls turned himself in to Delaware State Police.
Dukes told police Walls was watching her child while she was taking a shower. When she finished her shower, she went into the bedroom. Walls carried the baby into the bedroom. The 1 year old had stopped breathing and her body was limp. Walls told Dukes the baby had fallen off a couch.
Detectives tried to interview Walls, but he refused to speak without an attorney. On Nov. 14, 2007, police learned more about his involvement after speaking to Pam Carder, to whom Walls had confessed.
According to charging documents, Walls confessed to Carder that the baby fell to the floor. He then threw Kelsi on the couch. The baby fell a second time and kept crying. Walls then kicked the baby on the back of the head.
